Utilizing 933 precast concrete panels, the structure was completed in February of 1963 by the TKG Construction Company. The panels, designed like "bathtubs," measured 3 ft. x 12 ft.-6 in. and were anchored to the building columns and to the floor with angle anchors and bolts. Each panel unit for the columns, arches and facia was set individually and acted as forms for concrete beams running parallel and perpendicular with the facia. The beams tied back into the center of the building. The floor deck was then poured on top of the beams.

TKG Construction Co. employed bricklayers from Local No. 3, Phoenix, Arizona, to install all the panels on the project. Work on this building was completed on schedule.
