Vet Basement
Look into the new panels of bentonite that are now being offered on the market. You simply stand them up on the outside of the foundation, hold them in place with staples, nails, glue, or mastic. Then, push the dirt against them. The dirt holds them in place. You don't have to worry about carefully covering all of the joints as you do with premolded water barriers. Just overlap these panels an inch or so and they grow in water to seal themselves off.
Your own men can put them in. The cost will be less than any of the other types, except the short life sprays.
What about parging?
Parging smooths out the imperfections in the blocks. If you put on two coats, you get a surface that is almost as smooth as a cast slab. But, when that foundation cracks through settling, you are back where you were before the parging. It can't grow to heal itself.
