ment for the listing of subcontractors on GSA Public Works in excess of $150,000 as applied to subcontracts in excess of 32%. A provision allowing for the filing of subcontracts for 48 hours after the bid submission was strongly objected by the industry. Many of us were amazed in March of this year to find the A.G.C. 46th Annual Convention, in fact, go on record as supporting the GSA regulations. Apparently a joint industry agreement was negotiated that provided that only certain mechanical subcontractors should be listed, the 48 hour clause would be repealed and subcontractors would in turn give the contractor 48 hours notice of the scope of their subcontract.
Through the fine efforts of many associations on June 2 last GSA amended their regulations to repeal the 48 hour clause, to exclude contracts up to $500,000 on alteration work since contracts under this amount are "set aside" for small business, and it was provided that the prime contractor list all subcontractors of plumbing, heating, air conditioning ventilation, electrical, elevators and all other categories of 32% or more of the estimated cost of the entire contract. The painting and decorating contractors have loudly complained of this provision since painting contracts generally average under 2%.
In a recent report submitted to my office, GSA reports good success with the new regulations on over 100 jobs with substitutions being nil. Contractors list on the average about 18 subcontractors with a high of 28 listings. Though under the present procedures all listed subcontractors are reviewed for solvency and ability, no increased GSA budget has been provided for this additional work.
The agency states in a report to my office, "we do believe that the procedure is workable and in the best interests of the government, all desired purposes and factors considered."
In the GSA test program on 50 projects, some of which were listed and some not, on the 13 projects that were listed, costs averaged $21.96/ft. On the 27 27 unlisted, costs were $23.21/ft.
