any change of heart on the part of the Communists and, thus, hasten the war to a successful ending.
CONGRESS IS CERTAIN TO INCREASE SOCIAL SECURITY BENEFITS in 1967. Leaders of both parties made it unmistakeably clear before they adjourned. In fact, some wanted to move this year on the President's new suggestions. Instead, this legislation will be the first order of business next session for the House Ways and Means Committee, which will handle LBJ's proposals. Johnson's plan for a 10% hike in benefits will be the basis for hearings.
But some lawmakers are expecting the changes to go beyond Jonhson's program-a lot beyond. Social Security affects 22 million people directly, plus families. If the boosts take effect in election year 1968, they'd be very popular.
Senator Robert Kennedy has introduced a comprehensive bill that could come closer to Congress' mood than Johnson's. It would increase benefits by 50%. Of course, Congress may not go this far, but it is going to be extremely generous.

The Justices have agreed to review a challenge to the Procter & Gamble-Clorox merger, by the Federal Trade Commission. If the Court holds it illegal, FTC and Justice Dept. would try to block others.
