sumption that the North is not about to negotiate-an assumption that seems most plausible in the Capital at the present time.

Johnson wants the fighting over by late 1967, well before the 1968 elections. The war has hurt his domestic plans. It has cost him much of his control of Congress, business, and the unions. And, of course, the war is threatening his prospects for winning a second term in the White House.

Escalation is good politics. The polls show that voters want to speed up the pace so as to shorten the war and to reduce casualties. So the President will be on firm ground in his efforts to exert overwhelming pressure on the Reds.




REPORTS OF SMALLER INCREASES IN NEW-PLANT OUTLAYS IN 1967 are still sketchy. But they cover some large corporations, accounting for billions. Many firms have now completed plans for meeting anticipated future demand. Others are edgy over the impact of tight money and the stock-market's slump. And new capacity is coming on stream in rising volume from current spending. Operating rates seem to have stabilized at 92%, as new plant matches demand. As a result the gain next, year could be less than half of this year's 17%.
