NO NEW OR MAJOR DEPARTURES ARE LIKE-
LY in Johnson policies for a time to come in Viet Nam... economic policy... and the handling of race problems. The President still believes that the middle of the road is the place to be as the campaign of '68 approaches. He must resist pressures from all sides. But, his aides say, he feels that the center is where the votes are found.

This implies only continued gradual escalation of the war in Viet Nam; the President will keep on resisting pressures from both hawks and doves. And there will be few new, bold programs this year or even during 1968. The surtax may turn out to be one of the last big Administration requests before the Presidential elections. Indeed, politics will play a bigger role, as both parties group for the key 1968 issues.


Cold Weather Brochure
What's the story on cold weather construction? Does an enclosure really work-stay warm? What about strong winds, dripping water and heavy snow? And above all, what does it cost?

These and other questions are answered in a case study of how to build in winter, just published by the Structural Clay Products Institute. Called "Cold Weather Construction Techniques." The six-page publication is the first in a series that will study cold weather work in major U.S. cities. The first study, Boston, provides two examples:

A pre-fabricated enclosure and heating system, used by a mason contractor cost only 1% of total general contract, and kept masons working throughout winter. Masons built most of the protection. Winter construction is standard procedure at the Salvucci Construction Co. and the department store job documented shows how it was done.

Custom-built enclosure and heating costs by the Smiley Construction Co. was specified by the owner, and cost was about 1% of total contract. But not a single day of work was lost, despite 80 m.p.h. winds and 12 inches of new snow at the time of the study. As work began in late fall, a sign on the site boasted "Opening-would you believe 1967?"

Illustrated with photographs and diagrams, the Boston study compares the two jobs, discusses heating costs, material handling, and enclosure approach. Shows how builders build in winter-profitably. Sales Off Sharply
The nation's distributors of highway machinery and related equipment witnessed a 10-15 percent drop in sales of new units during the first half of 1967, compared to the same period a year ago, and in most areas of the country used equipment sales were reported down 10 percent or more.

This information was revealed in a special business conditions survey of heavy equipment dealers made by Construction Equipment News, the official publication of Associated Equipment Distributors. AED is the national association serving the construction equipment industry.

Reports indicated that the industry was still feeling the effects of the cutback in the Highway Program and the suspension of investment credit. In addition a number of other factors-strikes, bad weather and inactivity of construction in local markets-plagued many dealers, according to the survey.
