Lenchuk Joins NCMA

Lenchuk, early in his 13-year career with the Florida association, directed a complete Educational and Management Program to the organization's members. In addition, he was responsible for the development of a successful program to meet union problems in Florida, followed by a landmark campaign aimed at achieving good labor relations within the concrete industries.

Later projects spearheaded by Lenchuk included a massive million-dollar-a-year insurance program, providing Florida members with a wide variety of insurance plans, as well as a low-cost housing program developed in 1960 to interest savings and loan institutions in the financing of low-cost construction activity. Recent years saw his initiation of special promotional and technical projects, one of which drew the acclaim of a national audience at the Florida display of the New York's World's Fair. Lenchuk's last achievement prior to accepting the post of NCMA executive director was to develop an effective legislative program aimed at promoting legislation of benefit to the construction industry in Florida.

He was one of the first association leaders in the Southeast to be designated as a Chartered Association Executive, a recognition of his professional stature by members of the American Society of Association Executives. Listed in Who's Who in the Southeast, Lenchuk has also served as president of the Florida Society of Association Executives and has been the recipient of numerous awards and plaques for his achievements in association work.


Air Rights Concept

An increasingly significant role for the air rights principle of construction in urban redevelopment is forecast in the latest issue of AIA Journal, official magazine of The American Institute of Architects.

Writing in the July issue, Thomas F. Galvin, AIA, says that the air rights concept is now commanding wide attention from government officials as a method of coping with the complex problems of the urban crisis. He is a partner in the New York architectural firm of Brown Guenther Battaglia Galvin.

The key element in all air rights structures is the utilization of space by two entities with separate legal, tax and financing responsibilities. Air rights may be sold or leased and may be over highways, railroad yards and existing or planned private and public facilities.

One of the most acute problems, Galvin says, is the growing scarcity of usable construction sites in the city and the consequent steep rise in land costs.

"Another problem is the severe economic burden on governments in providing funds for construction of such vitally needed facilities as schools, libraries, health centers, fire and police stations, transportation centers and recreational areas," he notes.

Air rights construction, which involves the building of residential or commercial structures over government facilities such as schools or highways, is specifically useful in meeting these problems, Galvin states. Among the valuable benefits of government participation in air rights projects, he says, are:

* Conservation of land through more efficient use of available sites
* A new source of revenue through sale or lease of air rights to private developers
* An additional source of revenue through the return to the tax rolls of (Continued on page 28)
