TAX HIKES AND SPENDING CUTS ARE THE PREFERRED WAYS to cool things. The final passage by Congress of a good-sized fiscal package would bring a reassessment of the present tight-money policies of the Federal Reserve. One such fiscal restraint began, bank credit might become more available.

The recent upsurge in interest rates could be turned around fairly quickly. Mortgage market rates could edge down and home-building could well pick up some speed near year's end.

LABOR'S BARGAINING POSITION AGAINST INDUSTRY may have been reduced, as one result of President Johnson's decision not to stand for reelection. The big AFL-CIO vote is no longer a consideration in Presidential decisions. Johnson is now less likely to tolerate strikes in aerospace and steel plants, particularly if they threaten to affect Viet Nam operations or negotiations.

The unions had relied upon having Administration support in their bargaining with management. Now big labor realizes that the likelihood of Taft-Hartley injunction is greater. Naturally, this prospect deeply disturbs union negotiators.

The ability of the White House to intervene in bargaining is also diminished. The caretaker Administration lacks the muscle to force management to grant out-sized settlements.

THE NATIONAL LABOR RELATIONS BOARD faces mounting attack in Congress. The Board's future may be at stake, though the real challenge isn't expected until the 91st Congress begins in January. A Senate Judiciary Subcommittee is making a careful case-by-case analysis of NLRB decisions of recent years.

Critics contend that the NLRB is pro-union. They hope to cut back on the Board's decision-making authority through changes in Taft-Hartley or other appropriate legislation.

Supporters reply that the Board has not gone beyond legal limits. Union lobbyists hope to block the coming challenge.

THERE SEEMS TO BE A PATTERN TO THE LOOTING of businesses and stores, say the government officials who studied the recent disorders in Washington. Looters hit the stores they know-places that they have patronized before, where they know the merchandise and are familiar with entrances and exits. They left the expensive, high-fashion department and jewelry stores alone.

Hardest hit were the liquor, variety and furniture stores. TV sets, radios, and tape recorders were most-desired items, because of the possibilities of re-sale in the black market.
