Proponents appear among conservatives as well as the liberal intellectuals. Some advocate a direct subsidy for all Americans as a right of citizenship. They have in mind something like Canada's family allowance, adopted in 1944. In Canada, all families are paid at least $6 a month for each child under 15.

The "negative income tax" idea is also under consideration. Under this plan, the government would make up part of the difference between actual earnings and a subsistence level, say $3,000 a year. If actual income were $2,000, the family might get $500 a lift up, with an incentive to make more. The Riot Commission and other Presidential panels urged study of the schemes. To be sure, no action is likely soon-certainly not this election year. But some officials see eventual acceptance the way Medicare finally made it.

UNCLE SAM WOULD LEND FEDERAL WORKERS to state and local governments, under legislation expected to clear the Congress by the end of the session. The Intergovernmental Personnel Act has already been passed by the Senate and is a good bet to win House approval. Indeed, so hopeful is the outlook that the President has already asked for $20 million to get things going.

The Act would permit the temporary assignment of technical, professional and administrative employees to hard-pressed localities, with the U.S. bearing most of the added costs.

One effect of the legislation would be to limit the purchase of private clerical and professional services by governments. For example, a Public Health doctor instead of a private M.D. might be assigned to a local government to examine firemen.

VICE PRESIDENT HUMPHREY WILL HAVE SUBSTANTIAL SUPPORT from business in his race for the Democratic nomination. For the first time in his career, Humphrey finds himself popular with many financiers and corporate executives. A threadbare campaign against the Kennedys, as in 1960, is no longer a worry. The supporters in business want to bankroll Humphrey, to stop Bobby Kennedy. Some would rather be helping Rockefeller, but others approve the diligence Humphrey has shown in meeting and discussing business problems since 1964.

The former Senate liberal has emerged as favorite Democrat elsewhere, too among labor leaders, party office-holders, and most surprisingly, in the deep South and Border states.
