Winner of the Award of Excellence in the sixth annual Ontario Masons Relations Council architectural competition is the Fischbach & Moore of Canada Limited plant in Etobicoke, Ont., a borough of metropolitan Toronto.
Identical plaques certifying to this distinction were awarded on October 3 to Billie Field, president, representing the firm, and Macy Dubois of Toronto, representing the architects.
James W. Snow, M.P.P. for Halton East, made both presentations at the headquarters building of the Ontario Association of Architects in Toronto.
It was the unanimous opinion of the judges that this oasis in a new and generally drab industrial area marks it as a building of distinction, faultless in design and execution. The plan gives maximum privacy to the working staff by means of garden walls enclosing the green spaces and pleasant surroundings in all areas.
An imaginative use of clerestory lighting through the roof trusses brings total enjoyment of daylight to the interior spaces without disturbances from neighboring activities. The principal facing material is structural clay tile manufactured in Ontario. The tiles have pleasant color and scale, and are standard shapes.
The Award of Excellence heads a list of six presentations made to the architects of masonry buildings of outstanding merit which have been erected in Ontario within the past four years. Sponsor of the competition, the Ontario Masons Relations Council, represents a unique example of labor-management cooperation. It is an organization representing, on an equal membership basis, the Ontario Region, Canadian Structural Clay Association, and the Ontario Conference of the Bricklayers, Masons & Plasterers International Union.
Fifty-nine buildings were entered in this year's competition by 37 architectural firms.
Russian Housing Improves
A prominent member of the U.S. Government Exchange team studying industrialization of building processes in the U.S.S.R. has found the Russians "far ahead of the United States in providing mass housing through the use of systems-building techniques."
W. Burr Bennett, Jr., executive director of the Prestressed Concrete Institute, returning after a three week fact-finding tour of the U.S.S.R, said the Russians have settled on systems for the factory production of modular coordinated concrete housing units which enables them to erect complete multistory apartment buildings rapidly.
"The units we saw," Bennett said, "are utilitarian and often lack the wide range of architectural surface treatment commonplace in America, but they are sound basic designs, well advanced towards fully integrated plumbing, electric and heating facilities."
Garmer Low Bids VA Job
Garmer Construction Co., Des Moines, Ia., has submitted the apparent low bid for one of two Veterans Administration projects announced by Administrator of Veterans Affairs Donald E. Johnson.
The firm offered a bid of $181,132 for a second-story addition research laboratory to be added to a wing adjacent to the main building at the Iowa City VA hospital, Johnson said.
For the replacement of a water cooling tower at the New Orleans VA hospital, Rumold & Company of Metarrie, La., was the apparent low bidder at $95,029, Seven other bids on this project ranged to $127,958.
