This important study explores the labor-related problems of the construction industry and offers recommendations for their solution.

Author M. R. Lefkoe heads his own firm, Lefkoe Consulting, Inc., New York City. Formerly he was community and employee relations consultant to the American Newspaper Publishers Association, Chicago, III.

In offering his appraisal of the book, Charles Harding, labor editor of Engineering News-Record, said: "Mr. Lefkoe has given the construction industry, now wallowing in chaos and confusion, not only a refreshing and disturbing analysis of its labor-related problems, but also a new and provocative approach to corrective action."

Mr. Lefkoe identifies the chief problems facing the industry-shortages of skilled manpower, excessive absenteeism and turnover, rapidly increasing wage rates and fringe benefits, the loss of management control resulting from union jurisdictional rules, unethical union practices, and laws and regulations of the federal government.

The book also discusses the basic causes of these labor-related problems: the structure of the industry and its method of operation, seasonality, government, and unions.

The tables and charts presented are intended for use in design of eccentrically loaded columns by the ultimate-strength method, in accordance with Part IV-B of ACI 318-63. This new book eliminates repetitious, routine calculations by condensing into a few simplified coefficients the various factors.
