INDUSTRY MUST SOON BEGIN PREPARING FOR A SWITCH to the metric system. The President is expected to endorse legislation to launch the change-over. Congressional consideration may begin soon with approval possible next year. Businessmen will find the costs of full conversion are substantial, indeed. Government estimates put the required outlay at between $10 and $40 billion. The Administration will suggest a 10-year conversion period to ease the way.

FULLER DISCLOSURE OF MAKERS PRODUCT WARRANTIES will soon be required. Congress is ready to enact legislation. A Senate bill is ready for a vote. The measure requires that warranties be spelled out in clear, simple terms. And purchasers must be told what they can do if the product doesn't deliver. The pending measure does not require any warranty, nor mandate its content. Instead, the proposal establishes minimum standards for those who offer them.
Only those companies that give parts and labor warranties can label the guarantee "full." Others must be labeled "partial."
A MAJOR BREAK-THROUGH IN U.S.-SOVIET TRADE is now clearly on the way. A Presidential decision will foster the opening of the huge Russian market-a decision to allow Mack Truck, Inc. to help construct a plant in Russia. Approval will open the way to big sales of U.S. goods, well beyond trucks.
The Mack Truck deal seems to be a vital part of U.S. foreign policy. Nixon seems committed to more trade with Russia.
