PROTECTIONIST TRADE PROPOSALS MAY POSSIBLY PASS in Congress in 1972. Observers on Capitol Hill give one measure a 50-50 chance of being approved. And the prospects grow better the longer the unemployment rate stays high. The AFL-CIO has launched an enormous lobbying effort for the legislation. The theme is "save our jobs" a catchy pitch in a Presidential election year. The Administration has lined up squarely in opposition to the legislation. It warns a retaliation from U.S. trading partners if the measure is passed.

The labor-backed legislation, the Hartke-Burke bill, would:
* Impose strict quotas on all imports not subject to curbs.
* Give the President the power to control capital exports.
* Remove tax breaks for workers at U.S. firms' foreign plants.
* Withdraw tax breaks on profits of multinational companies.




GOVERNMENT ENVIRONMENTAL REGULATION WILL GET MUCH TOUGHER during 1972. The Administration will stiffen its back in response to demands in Congress. Note that it has rejected car makers' requests to delay air-pollution curbs. Some industries will be hit hard by the proposed tax on sulphur emissions. Tax payments will be scaled in proportion to the weight of sulphur released.

Utilities, the largest consumers of coal, would pay heavily. So would nonferrous metal companies for smelter emissions.

THE FEDERAL TRADE COMMISSION IS NOW RESUMING its pro-consumer drive. Chairman Miles Kirkpatrick intends to press on with actions on gasoline ads, claims of good works on environment, and regulating door-to-door salesmen. The agency is out to write new antitrust law in a suit against cereal makers; if sustained in the courts, this may lead to other important prosecutions- against such industries as autos and steel, in which few firms have control.

But FTC is split over whether to adopt tough remedies against those businesses found guilty of false advertising. Some of the GOP members favor strict curbs; two Democrats dissent.
