The IRS has recently announced that employers who desire a determination letter on the qualification of a newly adopted pension, annuity, profit-sharing, stock bonus or bond purchase plan should submit their requests to the IRS as early during the taxable year as possible.

This announcement was made with the hope of avoiding an imperfect plan from failing to qualify because it was not corrected before the end of the tax year. Many unknowing taxpayers have sent their determination letters in too late in the tax year to permit the suggested corrections to their plans to be made before the year ran out. By filing early, a taxpayer will have a better chance of achieving IRS approval of his retirement plan in the year in which he seeks such approval. (T.I.R. No. 1195.)

THE PRICE COMMISSION IS REVIEWING ONE OF ITS MAJOR POLICIES to see if it can be made more equitable. Some highly diversified companies using so called term-limit pricing may have an advantage over smaller companies. The bigger businesses can concentrate price increases in one product line-raising quotes 8%- if increases average no more than 1.8%. Single-product firms must justify price increases by higher costs. One solution: to apply a weighted-average limit to specific product classification in big companies.


About Our Cover

Here's another view of the Manhattan Children's Treatment Center, Ward's Island, N.Y., appearing on this month's cover of Masonry. The center consists of five separate buildings (a two-story main building and four residence buildings) comprising approximately 120,000 square feet. All five structures feature brick and block cavity exterior walls.

The interior walls are concrete block, exposed in corridors and painted in rooms. Both brick and block are modular size, the brick being nominal 8x8 and the block nominal 8x16. Widths and heights were dimensioned within a masonry modular system, consequently only full and half size units were required. Within the strict discipline established by the module, many variations occur in terms of wall-opening widths and heights that provide constant interest.

The main building construction is concrete structural frame and slabs with masonry infill walls. The residence buildings are of masonry bearing-wall construction with precast concrete roof plank.

General contractor for the project was Renel Construction, Inc. with masonry by Franlo Contracting Corp.
