MOST COMPANIES MAY SOON BE FACING
TOUGH NEW RULES ON credit billing. Fair credit-billing legislation, passed by the Senate, is before the House. It would require bills to be mailed 14 days before the day payment is due. Firms would have to acknowledge disputes and resolve them within 90 days. Banks couldn't use savings or checking accounts to offset credit-card debt.
Even more restrictive requirements are possible from the House. Consumer groups are pressing for inclusion of items rejected by the Senate. They say consumers must be allowed to withhold payment on shoddy products. And they want to eliminate minimum finance charges that exceed legal limits.

REAL PROGRESS AGAINST INFLATION SEEMS
INCREASINGLY LIKELY this year. The sharp bulge in prices that followed the 90-day freeze is now subsiding.
Economists in government and industry believe the improvement will continue through the year, despite the fact that business activity is moving upward at a healthy pace. To be sure, there is doubt that the President's goals can be fully met. He may have to settle for the rate somewhat above his 2-3% target by year-end. In fact, some analysts now worry about inflation in 1973.
The wage-price control program is recovering from its winter set-backs. Economists had warned that prices would increase sharply after the freeze. But the bulge was surprisingly big.
