now under study by the Department. Labor is also considering the establishment of general guidelines so that other companies would be able to arrange similar voluntary compliance plans. A company's incentive: it won't be cited for individual safety violations.
COMMODITIES FUTURES TRADING WILL SOON BE SUBJECT to real regulations. The House has now passed a bill to magnify the government's policing role, but the Senate is not expected to find the new powers nearly strong enough. The House measure calls for a new commission to take over this policing, and it would be put under the authority of the Department of Agriculture. The five members of this commission would serve on a limited-time basis.
These two provisions aren't expected to go down well with the Senate, which wants the commission to be independent of Agriculture and to be manned by full-time commissioners.
The House bill gives the commission injunctive power over violators. It would also have authority over all traded commodities, including the metals. The commission would draw up new rules on trader-customer accounts and hedging.
CHANCES OF PASSAGE OF HEALTH-CARE LEGISLATION have improved a lot. It would protect against catastrophic illness at a high cost to industry. Democratic leaders and the White House have moved much closer to agreement. Ways and Means Chairman Mills and Senator Kennedy are sponsoring a scheme, which while somewhat more ambitious is not very different from Nixon's. Individuals would have to pay for the first $150 a year in medical costs up to $300 a year per family-plus 25% of the next $1,000 in added costs. Employers would be required to ante up big taxes to fund the new program namely, 3% of payroll, with the employees paying another 1% for their share.
Chairman Mills has already launched hearings on health-care measures. He hopes the House can clear legislation during the summer, maybe by July. Action by the Senate could well come before Congress adjourns this year if all goes well.
