GET SET FOR A NATURAL-GAS SHORTAGE 30% WORSE this winter than last. The Federal Power Commission isn't predicting what the shortage will mean, but it could produce severe dislocations for a number of industrial users. The precise degree of severity will depend in the end on weather conditions.
A gas shortage did not develop last winter, despite dire predictions. Officials said a mild season and recession cut industry's gas demands. And FPC let users make some private deals with producers of intrastate supplies. Such contracts will be used again, to tap unregulated markets.
THE POSTAL SERVICE PLANS A NEW ROUND OF RATE INCREASES early in 1977. First-class rates would rise to 15 cents for the first ounce from 13 cents. Rates on other classes of mail also would be jumped along with first class. Postal officials are convinced that a very big infusion of cash is needed, even if Congress agrees to give the service an extra $1 billion of subsidy. So business now faces higher mail costs, with small hope of better service.
THE U. S. IS PUSHING NEW INTERNATIONAL RULES on restricting imports. The proposal is part of new international-trade negotiations now under way. Proposed rules would state clearly when import restrictions can be imposed, such as when a domestic industry is damaged by a surge of import products. The purpose is to minimize use of "extra-legal" devices to limit imports, such as informal understandings among the exporting and importing countries. The U. S. hopes to get as many countries to ratify an agreement as possible.
