don't meet nine tests of the general rules regarding such benefits. Generally, an employer can now extend nontaxable benefits to his employees when the employer incurs little added cost or doesn't favor top executives.

THE FEDERAL POWER COMMISSION MAY ALTER ITS ALLOCATION of natural gas. The result may be more gas for industrial users, less for commercial firms. Small residential and business users would still be given the top priority for the increasingly short supplies of natural gas expected for this winter. But large apartment buildings, hotels and some other large commercial users, which now have a higher priority than industrial users, would be downgraded.

The plan would increase gas to those industries that could not convert to other fuels should their supply be curtailed.

Several states have already boosted taxes to replenish their depleted benefit funds. Some hikes have been quite sizable.
