Shairyl I. Pearce has been appointed Massey-Ferguson's director of industrial machinery research and development with headquarters in Detroit. W. R. Bonsal Co., Lilesville, N.C., has named Daniel D. Quinn district marketing manager for Alabama and Georgia for Bonsal's line of construction products. Deardorff & Deardorff, structural and civil engineers, is among the major new tenants announced for the $3.2 million Scripps Ranch Commercenter in San Diego. GSA administrator Jay Solomon has announced a major shift of two top managers of the agency- Walter V. Kallaur, assistant administrator of GSA since July, 1977, takes on the post of regional administrator of the national capital region, and John F. Galuardi, who headed the region since April, 1974, becomes acting assistant commissioner for buildings management in the agency's Public Buildings Service.

Phillip E. Kidd, formerly associate director of economics and research of the Mortgage Bankers Association, has joined McGraw-Hill Information Systems Co. in New York City as director of economic research. William H. Seay, board chairman of Southwestern Life Corp., has been elected to the board of directors of National Gypsum Co., Dallas, Texas. The GSA in Washington, D.C. has announced the promotion of John T. Myers to acting regional commissioner of the Public Buildings Service Hotaling Associates International, Inc., a firm specializing in the development and commercial exploitation of natural resources as the raw materials for construction products, has opened new offices at 1835 K St., N.W., Washington, D.C. 20006.

Keystone Cement Co.

Lone Star Industries, Inc., Greenwich, Conn., and Keystone Portland Cement Co. have reached an agreement in principle for the purchase of Keystone's assets by Lone Star.

Lone Star is a major U.S. and South American cement producer and a leading distributor of building materials. Keystone owns and operates a cement plant in Bath, Pa., with headquarters in Allentown, Pa.
