why you are interested in a bill or issue, what your position is, and what it is you want him to do.

Finally, be brief and flexible-be prepared for the common eventuality of your Senator or Congressman announcing that he must cut the conversation short to take care of an emergency of one kind or another. When he does this, sum up quickly-and have something in writing to leave behind.

All of the above points also pertain to telephone calls to your Congressman or Senator, or to a member of his staff. All members of the U.S. House and Senate may be reached by telephone by dialing 202/224-3121 and asking for the office of Senator or Congressman (Congresswoman) so-and-so.

Finally, after you've stated your request you should ask him to advise you of the action he takes.

All members of the U.S. House or Senate may be addressed as follows:

The Honorable John Doe
U.S. House of Representatives
Washington, DC 20515

The Honorable John Doe
U.S. Senate
Washington, DC 20510

The salutation of a letter or telegram should be:

Dear Senator Doe:
Dear Congressman (Congresswoman) Doe:

First of all, be sure to allow ample time for the preparation of written testimony. Your association will help you in most instances, but you'll also have to spend time on this.

Practice delivering your statement. Have your written testimony carefully typed, submit it in advance if so requested, and have additional copies for the news media. And be sure that there is a short
