The Forest Grove Municipal Services Center was conceived as a group of small buildings within a building. The perimeter of the site is bounded by a strong brick facade, with large-scale openings facing Pacific Avenue, the main street of Forest Grove, and the nearby campus of Pacific University.

Within are stuccoed structures housing the city hall, public library and police department. An open-air public walkway cuts diagonally through the building, allowing access to all public services from both Pacific Avenue and the parking area in the center of the block. The foundation is part slab-on-grade and part basement, with some structural slab over basement perimeter walls.

The architect chose a fireplace and wood laminated truss beams as special elements in the design of the library. The Law Enforcement Building provides conference space, offices, four holding cells, and an underground pistol practice range. The interior walls of the holding cells are painted gypsum board over concrete block.
