Separate rates and conditions in order to secure work on particular projects or in specified branches of the industry; negotiation of collective agreements that are already open to introduce changes; and design of special programs for certain localities. This new agreement is significant in several respects. It demonstrates the continuing ability of our organization and the Bricklayers Union to come to grips with changing problems, and it provides an opportunity for the two national organizations to demonstrate that this kind of joint effort will be productive in dealing with the problems of today and tomorrow.
Coping with Opportunities
The new MCAA-BAC agreement in labor/management relations does offer us a great opportunity. It is an opportunity to move ahead and deal with our problems on a mutually-cooperative basis. It is up to us to make the most of this opportunity.
The new IMI training program poses an opportunity for MCAA members to participate in an effort to upgrade and broaden training for the entire masonry industry. As managers and businessmen whose very livelihoods depend on the trades skills and productivity of our employees, we must seize on this program as an opportunity to improve our capital position. Our ability to beat the competition-from non-masonry products and non-union contractors depends on the success of this program.
Masonry promotion is another field of opportunity-and dire need. Over the past dozen years, we have, in partnership with the Bricklayers Union, created a structure for masonry promotion at both the national and local/regional levels. We've done more we've executed effective promotion programs through IMI and the local/regional masonry institutes. Over the past two years, it has become clear, however, that our present level of effort in the field of promotion is insufficient. We must-and can-do more.
Our opportunities in the areas of promotion, training and labor/management relations are joint opportunities-they must be pursued on a partnership basis with organized labor.
But there are other opportunities open to us on a unilateral basis, and we must not overlook them. We must, for example, constantly evaluate our organizational structure and resources to insure that they respond to contemporary needs. Our past accomplishments, no matter how impressive, are not a substitute for the ability to cope with today's and tomorrow's problems and opportunities. The building industry, and the masonry industry, are in a period of rapid and drastic change. We must be alert to those changes, and quick to respond.
My two years as your President will stand as a highlight in my career. They were stressful, but they also were satisfying. I could not have served you effectively without the assistance of all our members, and particularly our officers and staff. The real strength of MCAA lies in the willingness to members to give their time and energies to common tasks.
As I step down from the Presidency and offer my best wishes and services to my successor, I can not help but reflect on the courage and ingenuity I have seen displayed over the past two years by our members who had to cope with an enormous number of difficult problems.
My hope for the future is that through our Association, we will find a way to apply the same courage and ingenuity to the new opportunities that we have created. The opportunities exist; it is up to us to seize them!
