SOCIAL SECURITY PAYROLL TAXES will rise by a maximum of more than 41% over the next five years, according to projections by System trustees. The bite on a worker earning the top taxable wage or salary will increase from the present maximum levy of $2,791.80 this year to $3,947.40 in 1990. The big increase will reflect rises in both the tax rate-which will go up under already existing law from the current 7.05% on employer and employee to 7.65% and the taxable wage base (which climbs from $39,000 to $51,600). These large increases promise to keep the Social Security System solvent.
