Annual Meeting
On Tuesday afternoon, President Dentinger called the Annual Meeting of the membership to order. Following a prayer by Past President Don Leonard, Executive Vice President George Miller called the roll.

President Dentinger indicated his report had been presented on Monday and that additional printed copies were available to the delegates. Other officers, Regional Vice Presidents and committee chairmen summarized their reports which also were available in printed form.

President Dentinger urged the members to read his report on the activities of IMI. Chairman Joseph Szabo summarized his printed report on the Bricklayers & Trowel Trades International Pension Fund.

Charles Velardo, chairman of the Constitution & By-laws Committee, presented a proposed change to Article XXIV-Labor Relations-which was being submitted to the membership for a vote. There was considerable discussion about the language and interpretation of the new article. Following a lengthy exchange of views, a secret ballot was taken. The amendment passed by a vote of 73% to 27%.

The amendment reads as follows:

ARTICLE XXIV-LABOR RELATIONS
Section 1. The designated representatives of the MCAA Executive Board who have been empowered with the authority to negotiate and sign labor agreements with labor organizations shall have full and complete authority to bind all members of the MCAA to said agreement or agreements unless:

a. Said member elected to withhold its bargaining rights by specifically not delegating and affirmatively, in writing, withholding its bargaining rights when said member joined MCAA.

b. Said member served notice by certified mail to MCAA headquarters at least ninety (90) days prior to the anniversary date of any of the labor agreements between the MCAA and any labor organization of its desire to withdraw the authority given when becoming a member of MCAA.

Section 2. All persons holding a position on the Executive Board or as an Officer, Trustee or Industry Board Member of a jointly administered trust must be affiliated with a member of MCAA that has delegated its bargaining rights to MCAA or has otherwise established collective bargaining relationships satisfactory to the MCAA Executive Board. Individuals shall resign as an Executive Board Member, Officer, Trustee or Industry Board Member of a jointly administered trust as of the effective date that bargaining rights are withdrawn by the member firm affiliated with said individual.

In the biennial election of officers, the membership unanimously voted in four new officers and three Regional Vice Presidents.

The new officers are:
* C. DeWitt "Dee" Brown, Dallas, Texas, President.
* Robert H. Hatch, South El Monte, Calif., Vice President.
