J. Mentzinger has been named national sales manager of Laticrete International, Inc., Bethany, Conn.

JCB, Inc., a major producer of rough terrain forklifts, has named Dave O'Dell southern regional sales manager. John M. Grau has been selected as executive v.p. of the National Electrical Contractors Association, Bethesda, Md., succeeding Robert L. Higgins, who retired recently after 21 years in the post. Robert F. Morgan has been appointed v.p. of marketing for Tamms Industries Co., a construction products manufacturer based in Itasca, III.

The Masonry Institute of Michigan has elected Michael Navetta of Navetta Mason Contractors, Novi, as chairman for 1986. Serving as vice chairman is L. John Gleeson, Gleeson Co., Southfield. Other officers include: secretary, Roy A. Seelbinder, R. A. Seelbinder Construction Co., Troy; treasurer, Francis Costella, Monte Costella, Inc., Southfield; assistant secretary, Robert Nowak, R. C. Nowak & Co., Garden City, and assistant treasurer, David Black, Dave Black Masonry, Inc., Milan.

Dean O'Hair has been named a district sales rep based in Tampa, Fla., for Access Engineering USA Inc., Charlotte, N.C. Introduced a little over a year ago, the Access Satellite Elevating Work Platform replaces swing staging and conventional scaffolding on multi-story commercial and residential construction and renovation. DeLarme "Bud" Sisler has joined Hoggatt Incorporated, Houston-based masonry contractor, as general manager of estimating/marketing.

Marble Institute to
Meet in October

The 42nd Annual Convention of the Marble Institute of America will be held October 9 to 12, 1986 in the new Marriott Orlando, Florida World Center Hotel and Exhibition Hall.

Although most of the MIA's 500 members are located in North America, the convention will have an international flavor with representatives from Europe, Asia, South and Central America, New Zealand and the Philippines in attendance.

Amendments to Prompt
Pay Act Proposed

Sen. Paul Trible (R-Va.), with bi-partisan support, has introduced a bill to amend the 1982 Prompt Payment Act to better protect federal contractors.

The Prompt Payment Act requires federal agencies to pay all bills within 45 days. Agencies failing to pay promptly must pay interest penalties from the 30th day.

Trible's bill would:
* eliminate the 15 day grace period now afforded the government:
* clearly define the "receipt of invoice," which starts the payment clock ticking:
* require the automatic payment of interest on late payments, and
* require interest on late payment of construction progress payments and retainage.

However, the new bill does not contain prompt pay for subcontractors.
