Building Construction Industry Advisory Committee (BCIAC)

The Building Construction Industry Advisory Committee (BCIAC) is funded by a portion of biennial fees, with $4.00 from each fee going to the BCIAC. In the 1986/87 fiscal year, this amounted to a budget of approximately $200,000. Fifty percent of the money is allocated to research projects related to the building construction industry in graduate programs at Florida universities. The remaining 50 percent is distributed among all of Florida's accredited private and public universities and community colleges with approved courses in building construction.

Each institution receives funding based on the number of full-time building construction students enrolled. This money can be used for research projects or continuing education programs offered to people in Florida's building construction industry.

The process begins with the Commissioner of Education, who appoints the members of the BCIAC. Committee members are chosen to represent various aspects of the building industry. The current committee includes three home builders, three general contractors, one roofing contractor, an engineer, a building official, a materials supplier, a management consultant, and two representatives from national trade associations. Ideas for research originate from industry, universities, and the committee members themselves. Universities then submit proposals to the committee, which evaluates and selects those deemed most beneficial to the industry.

Conway, a member of the BCIAC, believes the committee's work has already yielded positive results. He recalled a new school in Volusia County, built in 1978, where the roof began leaking almost immediately. Within a year, a new roof was installed at a cost of $920,000. Conway brought this issue to the BCIAC, leading to research on roofing concerns, including proper methods and materials for public schools.

Conway also expressed hope that the committee's work would bring more stability to members of the building industry. He stated, "I feel I am part of the largest industry that has more people going broke every year than any other. It is either feast or famine. But more research and education can help alleviate this situation, and as part of the BCIAC, I feel I am part of a group that is getting first-rate information to a very large group of people."
