veto will be overridden by Congress where there is strong support among Democrats for this legislation.
PROSPECTS FOR PASSAGE
With the new Republican Congress's attention mired down in budget battles over new spending priorities with President Clinton along with Presidential election year politics, many legislative initiatives have been stalled. Several of the issues, such as estate tax relief and product liability reform, which have broad support among both Democrats and Republicans in the Congress, have a better than average chance of passage this year.
As for the prospects for OSHA Reform, Striker Replacement and Davis-Bacon, these issues may not be considered until after the fall elections. What has caused delay in the efforts for OSHA reform have to do with the failed attempt to repeal the Davis-Bacon Act which brought out an organized resistance from organized labor in repealing this act. Many members of Congress have been slow to push for OSHA reform because of all the misrepresentation by organized labor.
OSHA reform is still a top priority to all contractors and the possibilities of passing the proposed legislation discussed earlier is favorable but organized labor efforts has complicated reform efforts. Without question, contractors have a very favorable audience in this new Congress and stand on the brink of bringing real reform to the industry.
