Republicans are eager to go along. The White House is now talking of increases greater than its original 10%-a whopping 20% to retirees, widows, children and to disabled persons. In addition, the minimum benefit will be raised considerably-maybe to $100. And retirees would be allowed to earn more a year without loss of benefits.
The date for new benefits will depend a lot on the economic trend. Both Congress and the White House may want to act to add to personal income to head off further softening in the tempo of business. Benefits might be made retroactive.
Payroll taxes will be raised to finance all these additional benefits. They went up to 4.4% on employer and workers on January 1. They might go up .2% more... or the amount of pay taxed might be hiked from $,6000 to $,72000. The tax jumps might be put off to next January as a further stimulus.
