O'Connor to Direct
The Massachusetts Masonry Institute has become fully operational, according to a joint announcement released by two MCAA members: Jack Kratz, president of the Mason Contractors Association of Massachusetts, and Louis Fabbri, chairman of the board of trustees of the Massachusetts Masonry Industry Promotion Fund.
Collective bargaining agreements negotiated this year specify a five-cent per hour contribution into the fund, which in turn provides four cents to the Massachusetts Masonry Institute and forwards one cent to the International Masonry Institute.
Recently employed as executive director of the Institute was John P. O'Connor, former design engineer with the National Concrete Masonry Association, and more recently executive director of the New England Concrete Masonry Association. O'Connor is past vice-president of the Boston chapter, Construction Specifications Institute, and past secretary-treasurer of the New England chapter, American Concrete Institute.
According to chairman Fabbri, the Institute will conduct a program of advertising, public relations and publicity, education, and technical service to designers, owners and regulatory agencies in the construction industry. The scope of the program encompasses brick, concrete block and other masonry units placed by the bricklayer using either conventional or industrialized methods.
In addition to the Mason Contractors Association of Massachusetts, other employer groups signatory to the promotion trust document include the Associated General Contractors of Massachusetts, the Building Trades Employers Associations of eastern and western Massachusetts, and the Worcester General Building Contractors Association.

Practices for Cold Weather Masonry Construction."
Isberner indicated that he will be concerned with "significant variables of interest including climatic extremes, construction materials, and masonry design and details. Such field testing," he said, "will provide an opportunity for evaluation of test instruments and procedures, both of which will assist in establishing test methods and requirements for future masonry construction. Wind velocity and protection afforded by windbreaks and enclosures constitute other variables of interest," Isberner explained. "Their effect on the temperature and humidity of masonry built using different cross sections and constituents will be of primary interest."
The All-Weather Council's Chairman said the study grew out of a growing concern on the part of the Council that "unnecessary restrictions are being imposed on present day masonry construction. These restrictions were previously imposed," George said, "but without our present understanding of the performance characteristics of masonry materials and structures experiencing temperature extremes."
"With our present concern for better utilization of manpower, the marked seasonal nature of the construction industry must be reviewed," George stated. "With a better understanding of materials performance characteristics and their protection requirements, the masonry construction period could be appreciably extended. This extension would further benefit the country by affording better utilization of the skilled construction craftsmen, more uniform production of construction materials, and reduced overhead expenses of contractors, building owners, investors, as well as local, state, provincial and federal agencies in the U.S. and Canada which spend millions of dollars for construction."
