CTL Expands
Skokie, Illinois-based Construction Technology Laboratories, Inc. (CTL) has named David C. Sikes Director of its newly-expanded West Coast operations. He will be based at CTL's Los Angeles, California office located at 37 E. Huntington Drive, Suite 19, Arcadia 91006 Telephone: 818-447-3626. In his new assignment, Mr. Sikes will direct programs of the Los Angeles and Seattle-Tacoma area offices and will be responsible for expanding CTI services in the western U.S. A member of the CTL staff for almost ten years, Mr. Sikes most recently served as Director of the Concrete Materials/Technical Services Department. He has a B.S. in chemistry from the New Mexico Institute of Mining and Technology and a B.S. in civil engineering from the University of New Mexico. He is an active member of numerous professional organizations including ASCE, ACI, and ASTM.

Embassy Has Problems
The new United States Embassy Office Building under construction in Moscow has important structural deficiencies, but the costs to remedy these deficiencies would be modest in comparison to the total construction project, according to researchers at the Commerce Department's National Bureau of Standards (NBS). In a report submitted to Congress April 15, NBS said the remedial measures required to assure the safety of occupants do not involve major reconstruction. NBS concluded that if similar repairs were done in Washington, D.C., the corrective measures could be completed in less than a year and would cost an estimated $1.5 million. NBS stressed that actual costs of the recommended measures would depend greatly upon working conditions in Moscow and the way in which the work was performed.
