Altobelli has become the International Foundation of Employee Benefit Plans new chief executive officer. Mr. Altobelli assumed his duties on May 2. He succeeds David C. Fullaton who left the top management post after one year.

The president of the American National Standards Institute, Donald L. Payton, has announced that he would enter early retirement at the end of 1988.... Jung/Brannen Associates has announced that Jill Weber has been named Vice President: Nader Ardalan and Neil Middleton named principals of the firm and James Ferner has been named Director of Engineering Alan P. Olson has been appointed assistant development services director for the City of Phoenix, AZ.
