Construction Industry Guidelines
Three construction associations representing more than 60.000 firms have published a series of guidelines and forms which foster fair and equitable construction practices for all members of the construction team.
"Guidelines for a Successful Construction Project" is a product of extensive negotiations by a liaison committee of the Associated General Contractors of America (AGC), the American Subcontractors Association (ASA), and the Associated Specialty Contractors (ASC). This collection of guidelines, published as a softcover manual, revises and updates a 1986 joint publication entitled the "Construction Industry Survival Kit." The manual's cornerstone is a guideline on better general contractor-subcontractor relations. It describes the ideal working relationship for a construction project from the pre-bid phase through job close-out.
The guidelines recommend a fair approach to such issues as the owner's ability to pay, scope bidding, overtime, prompt payment, change orders, and punchlist procedures. It contains three new guidelines adopted after the Survival Kit was published: boilerplate specifications and exculpatory clauses; bid shopping and bid peddling, and payment for stored materials and equipment.
"The guidelines demonstrate that every general contractor and subcontractor on a project should be regarded with equal respect. Each is an expert in its own field," said Dick Grund, ASC chairman and president of the Painting and Decorating Contractors of America.

ORCO Expands In Riverside County
ORCO Block Co., Inc. literally "broke" ground recently at its new manufacturing facility site in Romoland, Calif.. with a karate demonstration. The plant, which will produce concrete masonry products, is scheduled to open later this year.
John Metcalf, a second degree black belt, broke a number of 2" thick concrete blocks to mark the occasion. Approximately 40 people, including co-founder Pete Muth and his wife Mary, and Kay Ceniceros, Riverside County's third district supervisor, participated in a champagne reception celebrating the official start of construction at the 17-acre site.

When completed, the new facility, located at 26380 Palomar, will bring the total number of ORCO's manufacturing sites to five. Currently, the company operates factories in Stanton, Riverside, Banning and Oceanside, while long-range plans call for another plant to be built in Victorville in 1990.
ORCO's new facility will add up to 20 employees and two block-making machines to the company's burgeoning production capacity.
Founded in 1946, Stanton, Calif.-based ORCO Block Co., Inc. is one of the top 12 manufacturers of concrete masonry products in the he country and the number one seller of block in Orange, San Bernardino and Riverside Counties. The company produces more than 500 concrete masonry products used in the construction of homes, office buildings and industrial parks.
