# O'Sullivan Elected President of LIUNA
Terrance O'Sullivan, 44, has been elected General President of the Laborers' International Union of North America (LIUNA) succeeding Arthur A. Coia, who announced his retirement effective January 1, 2000.
The General Executive Board also elected Steve Hammond and Joseph Lacastro as International Vice Presidents. Lacastro was also appointed Mid-Atlantic Regional Manager, replacing O'Sullivan.
A native of California, O'Sullivan began his career in 1974 and a longtime member of Local 1353, Charleston, W.Va. He worked as the Administrator of the West Virginia Laborers' Training Fund, Assistant Director of LIUNA's Construction, Maintenace and Service Department and was appointed Mid-Atlantic Regional Manager and Assistant to the General President in early 1999. LIUNA represents over 800,000 members in construction, remediation, maintenamce, health care and other industries.
Coia, whose father served as secretary/treasurer, was appointed President in 1993 will become General President Emeritus, but will have no direct involvement with the union. Coia has introduced many new innovations into the Union in the fields of health and safety, training and education, and labor management cooperaton.
Joseph Lacastro served as Assistant Regional Manager of the Eastern Region while Steve Hammond was Special Assistant to the General President.
# Chicago Takes Steps to Ban "EIFS" on Wood-Frame Homes
The Chicago City Council is considering a measure to prohibit the use of exterior insulation finish system (EIFS) on wood frame residential construction within the city limits. A hearing regarding the proposed ordinance sponsored by Alderman Thomas Allen was held on December 8. Allen predicts the measure will be approved and in effect by the end of March. The ordinance would bring Chicago's building code in line with the national codes and outlines where and how EIFS can be used, says Stephan Klamke, the executive director of the Morrow, Ga-based EIFS Industry Members Association. EIFS has been blamed for moisture damage, prompting lawsuits against manufacturers. Reported in the December 20, 1999 issue of ENR.
