(Continued from page 9) you start with the idea of providing for the hard core of employees who mean the most to your company. Generally, these will be the older persons in terms of both age and years of service. If this is so, you can effect substantial savings by setting your eligibility rules as tight as the Internal Revenue Service will allow for a tax-deductible plan.

Begin by setting your minimum age for participants at 30. This keeps out the young girls who are more interested in a spouse than in the security of a pension plan. Next, require employees to have five years service before they can enter the plan. This eliminates the "job-hoppers." Finally, set your maximum age as close to 55 as possible. However, don't make the mistake of shutting out any of your top men or yourself. Check the ages of the persons you really want in the plan, then use the age of the oldest person on the list.

All of these ideas are workable suggestions which you can use to keep costs down. Here's another: if you are worried about the danger of tying your company to a fixed annual commitment for pensions, insist on a plan which is completely flexible. I'm referring to one which gives you the right to reduce, or even skip, your deposit in any year when profits are down. The same plan will also permit you to make up any arrears in any future year in order to keep your benefits at their original level. It will also give you the privilege of dropping the plan completely without losing what you have put into it.

One final point: after you have a plan designed which fits your needs and your budget, be sure to follow through on the important aspect of selling it to those it is intended to benefit. Unless these persons understand fully what you are doing for them, you won't be getting "full value" out of your investment.

Jens P. Larsen Dies

CHICAGO Jens P. Larson, member of the Cook County Chapter, MCA, since 1945, died last month in Chicago. Funeral services were held March 21 for the deceased.


Henry Toennies Awarded
A.C.I.'s Research Medal

WASHINGTON, D. C. Henry Toennies, assistant engineering director for National Concrete Masonry Association, has been named 19 recipient of the American Concrete Institute coveted Wass Medal for Research.

The award went to Toennies for research in the field of artificial carbonation of concrete masonry units.

Toennies has been associated with NCMA's engineering department since 1954 and has subsequently engaged in a number of research projects influencing the manufacture of concrete block. With Prof. E. L. Saxer, University of Toledo, he co-authored "Measuring Shrinkage of Concrete Block Comparison of Test Methods" and was instrumental in completion of a research laboratory in NCMA's new Washington headquarters where he supervises current research in shrinkage measurement and durability of concrete masonry.
