The advantage of accepting help from the first listed is that insurance company fees, commissions, rides, and other payments may be used to reduce or eliminate consulting charges. Insurance company practices differ between companies as to the level of commissions or other payments involved; however, trustees should be sure that if commissions or other payments from an insurance company are involved, total compensation including commissions or other payments from the insurance company, is reasonable and directly related to the amount of work performed in behalf of the fund.

The independent consultant works only for the trust and therefore must accept no commissions but only fees directly from the trust fund. Relying on help from those who are paid through commission may result in excessive payments for services performed, in a predetermination of benefits, in confusion resulting from different insurance companies' representatives competing to sell insurance, in modeling specifications to meet insurance company contracts, and in the elimination of some alternatives that might appropriately be considered. The truly independent consultant helps the trustees in all decision areas including insurance and has no motivation to guide the trust toward particular decisions other than those in the best interests of the fund.

In selecting a source for guidance it is suggested a firm be sought that can help trustees in all areas of their responsibility.


Some Final Observations

Trustees assume responsibilities of the highest order, responsibilities to those who established the plan (contributing employers and the union), and responsibilities to the participants and their dependents, who will receive the benefits of the plan.

These responsibilities are in areas that probably are new to the trustees insurance, actuarial science, business, accounting machines, communication programs, and the like. The job is not easy.

This obligation will not be fulfilled adequately without a considerable sacrifice of time and effort. The fact that so many of these plans are operating successfully is a tribute to the many in the ranks of management and labor who are willing to perform this important service.

We hope that this summary will be of assistance and guidance in fulfilling these responsibilities. In the next issue of Masonry we shall discuss pension plans.
