be understood by the bidder, the contractor, and, yes, even by the mechanic who handles these materials and puts them into place.
The speakers on this panel are scientists, scholars, technicians, research people all men of wide background and education. They live and work in the atmosphere of the research laboratory. Their language, of necessity, is that of the intellectual. While much work has been done on many of the items previously discussed, the presentation has not reached those of us who must use the information in simple language readily useable in the specifications.
My plea, therefore, is that these research terms, expressions, etc., be translated first into the simple language of the trade, and second, that the descriptions of these various materials and where they are to be properly used in the structure be arranged in some simplified tables, or in some other manner, that can be used nationally. Further, that every effort be made to gain acceptance of such information in local building codes or other such sources so that it may be embraced into a specification by reference. This, I submit, could be a real contribution to the building field of this great construction industry.
My reason for being here today is to emphasize the need for improvement in construction specifications. Anyone engaged in the business of specifications writing must prepare a document that is clear and concise, but complete. This is a basic responsibility to the owner, the man who pays the bills. He must get what he is paying for-no more and, under no circumstances, no less. I believe that any specifications writer who does not subscribe to this philosophy is not doing his job.
Gentlemen, I ask that you give us the tools with which to do a proper job.
