lysts think one is due in 1967. Surveys show that industry plans to spend 15% more in the fourth quarter of this year than a year ago. This, of course, reflects follow-through on blueprints drawn some time back. The question now is what programs are in the works for next year. There is a considerable body of opinion that sees a leveling for two reasons: The meeting of needs by the huge additions to capacity made in the past three years... plus the fact that consumer demand is showing signs of softening.
One recent private forecast disputes this. It predicts a 10% increase in outlays for 1967-not as steamy as that of this year, but still a plus for further business expansion. On the other hand, the stock market weakness argues against a jump. Market trend heavily affects business psychology.
GOVERNMENT ECONOMISTS ARE WATCHING INVENTORIES with unusual interest these days to see if the recent pile-up becomes a serious problem. So far, the rise in the ratio of sales has been slight. And the increase has been centered in a single industry-autos. So it is not yet really worrisome. But inventories have a way of soaring before you know it-hence the concern.
DEMOCRATS ARE BECOMING A LITTLE LESS PESSIMISTIC about the November elections. Only a month or so ago, top party leaders were privately ready to concede a substantial number of Congressional seats to the Republicans as many as 50 in the House of Representatives and half-dozen in the Senate.
But now they hope to keep the loss to 30 in the House. A bold Viet Nam stand is the asset on which they're relying.
