NCMA, the industry witnessed the establishment of an Association laboratory and a new NCMA headquarters office in Washington, D.C. In addition, his administration saw the development of a complete national-local marketing service for members, the establishment of an industry magazine, C/M NEWS, and the founding of the NCMA New England Division.


Professional Negotiation

The Executive Committee of The American Institute of Architects has released a statement reiterating its support of "professional negotiation" procedures now followed by government agencies which do not involve price competition in the selection of architects and engineers.

The Committee stated that it is opposed "to competition on the basis of price for professional services, including Research and Development work. This opposition is based on the conviction that competitive bidding or competitive negotiation for professional services is not in the best interests of the Government."

Further, the AIA urged "the Government to adopt a policy of selecting contractors for services of this type on the basis of qualifications and technical competence subject to the negotiation of a fee satisfactory to both the Government and the potential contractor."

As an alternative to the policy of competitive bidding or competitive negotiation now being used by the U.S. Department of Housing and Urban Development to select a contractor for the in-city experimental housing project. The Institute called for adoption of proven "professional negotiation" procedures for choosing architects and engineers, that is, selection of the best qualified contractor without reference to price, subject to mutually satisfactory negotiation of the contract.


Name Change

Effective July 1, 1968, Douglas Motors Corp. has changed their corporate name to Douglas Dynamics Corp. The change, in name only, will not affect ownership, personnel or activity.

According to Douglas Seaman, President, the new name more properly describes their industry's economic climate and future, and the company's continuing commitment to be a leader in their field.
