Portland Concludes Negotiations

In making its ruling on this question of whether the payment of this bonus was no longer discretionary, the Court quoted from Beacon Journal Publishing Co. v. N.L.R.B., 401 F2d 366 (6th cir. 1968).

"The Beacon Journal contends that it has always regarded the bonus as voluntary and purely discretionary with management and had repeatedly said so in paying it. There is nothing in this record to dispute this as a management view. But, it appears to be settled labor relations law that a regularly paid bonus may come to be relied upon by employees as a part of total compensation... Such a bonus is a mandatory subject for collective bargaining under the N.L.R.A...."

This Court held that after 30 years the "year-end incentive compensation" or "bonus" had ceased to be discretionary with the Board of Directors of Lincoln and had become a part of anticipated compensation for labor performed by the employees. The Lincoln Electric Co. v. Commissioner (6th cir. 1971.)


Southfield's Franklin Park Towers

Six buildings containing 1,130 apartments make up Franklin Park Towers, a new $20 million luxury development for middle income people being built in Southfield, Mich. It is one of the largest developments of its kind ever announced and, when completed in the winter of 1972, will have a population of more than 3,000. Some 400 construction workers of all trades will be on the job at one time, working on all six buildings simultaneously. Masons will lay 1,300,000 over-sized "Jumbo Norman" face brick on the building exteriors and use more than 1,000,000 concrete block in subsurface and bearing walls.
