Guenther said he wished to relieve the concern expressed by employers that they would receive citations and proposed penalties respecting hazards which had already been abated as of the time of an inspection as a result of a company's internal safety programs.
"It should be clearly understood," he said, "that it is OSHA's primary intention to act upon those conditions in the workplace which are observed by compliance officers in the course of their inspections." There would be only very limited exceptions to this policy; for example, in the case of accident investigations.
In further clarifying the Department's position, the Assistant Secretary stated that it is the Department's general intention to restrict the inspection of records by compliance officers to those required by the Act and its implementing regulations and those directly related to the purposes of an inspection. It would normally not be necessary for the compliance officer to inspect records which relate to hazardous conditions which have already been corrected, he said.

The International Masonry Institute urges mason contractors, architects and others to join in these growing nationwide efforts to build decent housing for the elderly at rents they can afford. Government financing is stimulating this trend, says IMI, but the loadbearing masonry system available through competent mason contractors employing union masonry craftsmen, is providing the answer to the age-old question, "How do you get the best building for the least cost?"
