ANTITRUST ATTACKS ON LABOR UNIONS ARE DUE TO INCREASE in months ahead. This will probably be one result of a recent decision from the Supreme Court. The High Court expanded the conditions under which labor unions can be sued thus dealing a major set-back to organized labor. In its landmark ruling, the Court said unions are subject to antitrust attack if they coerce firms into agreements that indiscriminately keep nonunion firms from competing.

The case didn't involve charges of conspiracy to eliminate competition, an area where the court has previously applied antitrust laws to unions. Rather, it involved a building trades union which, in an effort to organize, sought to coerce general contractors to deal only with union "subs."

NEW U.S. RULES ON HOME SETTLEMENT COSTS ARE NOW IN EFFECT nationwide. The big change: Buyers and sellers must be told of all settlement charges, in advance, on almost every mortgage loan made. Some practices are banned. The change gives the home buyer information he can use in shopping around for lower fees among lenders, title companies and others providing services.

THE WHITE HOUSE IS STUDYING A BIG SLASH IN LENDING to small business. The Office of Management and Budget wants to halt direct government loans-those made by the Small Business Administration without bank participation. It would rather see guaranteed loans because they do not add to the Budget.

But Congress may not go along with the idea, if it is ever proposed. Moves are under way in the House Appropriations Committee to assure funding of direct small business loans.
