An unscheduled speaker to appear on the program was Leo Nazdin, the recently retired former director of jurisdiction of the Laborers International Union of North America, Washington, D.C.
Nazdin, who worked closely with MCAA on jurisdictional matters over the years, urged MCAA members to be "aggressively competitive" in the construction market and to strive for the return of the "work ethic" in order to increase productivity and pride of craftsmanship.
The morning's business was concluded with an outdoor reception on the patio abutting the Convention Center of the Town & Country Hotel. In near-perfect weather highlighted by dazzling sunshine, a musical combo played background music while MCAA members enjoyed tasting several different varieties of California wines.

Wednesday, February 23, began with the Second Session of the Conference, featuring George L.. Plumb, MCAA legal counsel, and J. A. "Jack" Lynch, president of Thin Line Pump. Buena Park, Calif., as speakers.
National Labor Relations Board decisions involving jurisdictional cases were the main thrust of Plumb's remarks. He told the membership that disputes have increased in their intensity during the continued downturn in construction activity. The reduced work has resulted in other crafts, particularly carpenters, operating engineers and ironworkers being more aggressive in claiming work that traditionally was performed by employees of contractors represented by the Laborers Union, with which MCAA has had an international agreement for many years.
"The MCAA has vigorously fought to preserve its work assignments." Plumb said. "Your Association was directly involved in achieving the favorable results of the 1971 Texas Plasterer's case (404 U.S. 116) where the Supreme Court ruled that a jurisdictional disputes settlement plan could not be applied to an unstipulated contractor.
