Reported by the Press Enterprise, "Jobless offered work, training." May 20, 2003: A crew of unemployed young men and women will take to local public land this spring with shovels and saws, undertaking a 14-month-long public works project to build a trail and spruce up public land in Montour County. They'll be paid minimum wage $5.15 per hour under a state labor program called the Pennsylvania Conservation Corps. They'll also receive work training and, if they complete a year, a $1,000 bonus and up to $4,700 toward college or a trade school. The program, while much smaller in scope, is similar to the Civilian Conservation Corps and Works Progress Administration programs created in the 1930s under Franklin D. Roosevelt's "New Deal." The workers get on-the-job training in carpentry, masonry, landscaping and other work.

South Carolina
Reported by Columbia State, "Program offers construction training" May 7, 2003: Carpentry and brick masonry skills are an asset in South Carolina's job market. The city's new work initiative program is designed to provide current and potential craft workers with skills to work in construction. "It allows individuals to be in position to get lifetime training skills," city Councilman E.W. Cromartie says. "It's the only program I know of that pays you to learn." The program, which began in March, recently had its first graduating class-27 students. "We found jobs for all 27," Cromartie says. "We're so excited because we're taking people who were underemployed and unemployed and giving them skills for life," he says.

Obituary
Gene Winchester, of Atlanta and Dublin, Ohio, founder of The QUIKRETE® Companies, died on Saturday, May 17, at the age of 86. Mr. Winchester left a career as an aeronautical engineer to manage a stucco company. Anticipating a growing national "Do-It-Yourself" market, he recognized that the do-it-yourselfers needed pre-mixed, dry-packaged concrete for many uses. Thus, QUIKRETE was born. He formed his own company in 1952 and moved it's corporate headquarters to Atlanta in 1981. Mr. Winchester retired as chairman in 1996 and turned the business over to three of his six children, James Winchester Jr., Jack Winchester and Dennis Winchester, all of Atlanta. Today, there are more than 75 manufacturing facilities with plants located throughout the United States, Canada and Puerto Rico. In addition, QUIKRETE designs and produces its own patented machinery to measure, blend and package its products. The QUIKRETE line has more than 70 products for residential and commercial uses. The funeral Mass for Mr. Winchester was May 20 in Powell, Ohio. MCAA sends its deepest condolences to the Winchester and QUIKRETE family.
