O. W. Ketcham, Inc., one of the largest distributors of brick and clay products on the East Coast, has moved from Philadelphia to the historic Whitemarsh area of Fort Washington, Pa. James W. McNeer, Jr., production manager for gypsum operations of Temple-Eastex, Inc., West Memphis, Ark., has been elected chairman of the Gypsum Association.

Target Saws Canada Ltd./Les Scies Canada Ltee. has appointed Ray Funnell district manager for the Target sales organization. Funnell will operate out of Target Canada headquarters at 2525 Dunwin Dr., Unit 13, Mississauga, Ont. L5L 1R9. Joseph G. O'Grady has been named president of ASTM, Philadelphia, Pa. O'Grady joined the ASTM staff as executive v.p. in January, 1984. Richard C. Meininger, v.p. of research for the joint associations of National Sand & Gravel Association and the National Ready Mixed Concrete Association, Silver Spring, Md., is a 1985 recipient of ASTM's Award of Merit.

ASC & ASA Jointly Adopt Policy on Separate Contracts
The Associated Specialty Contractors (ASC) and the American Subcontractors Association (ASA) have endorsed the use of separate contracts for major specialty work on construction projects.

According to the trade associations, "Contracts to perform specialized work should be awarded by users to qualified firms selected through the competitive bid process on the basis of their responsibility, bid responsiveness, and ability to secure surety bonds."

Under the separate contracts method, prime contracts are awarded to a general contractor for structural work and to specialty contractors for masonry, mechanical, electrical, and other specialized construction. Traditionally, the general contractor subcontracts this specialized construction if such work is included in the general contract. Such work usually Continued on page 26
