LOCKOUT: ZERO ENERGY
STATE IN CONSTRUCTION

Survival in today's world of construction means stopping risks and the risk takers who may think they're doing someone a favor with shortcuts.

The potential for injuries and fatalities arising from the unintended release of stored and direct energy, whether electrical, mechanical, hydraulic, pneumatic or other, dictates the need of strictly enforced lockout procedures. By now, everyone in the construction industry should be "locked in" on lockout. Employees of building contractors working at existing facilities, in retro-fit or service and maintenance operations, as well as new construction, are as much the victims of electrocution, crushing and asphyxiation hazards as their general industry counterparts.

The Occupational Safety and Health Administration estimates that 600 workers lose their lives every year because of insufficient training in and enforcement of procedures that ensure a "Zero Energy State." The fact that a mandatory generic standard addressing these dangers is not in place for the construction industry doesn't mean they are unrecognized or cannot be controlled.
